Interaction Designer for TTS

When a CIC system uses MRCP as its default Text-to-Speech (TTS) provider, the Interaction Designer Tools, in the telephony palette, automatically use the MRCP server for speech synthesis. The Play operations in the following handler would all use the MRCP server.
